why cyber eternal doesn’t allow me to summon cyberdark end dragon from my graveyard? cause the text says “ignoring the conditions of evocation”

Because if you summoned it by tributing a cyberdark fusion it is not counted as being summoned properly by game mechanics. And you cant summon an extra deck monster from grave or banished thats not properly summoned by game mechanics. If you hard fusion summon cyberdark end dragon it is treated as being summoned properly. In that case you can special summon it with cyber eternal. Cyber eternal only ignores the monster you summon summoning condition not game mechanics. I hope i could help you.

Cyberdark caps out at low-tier rogue, but if I was looking to play regular Cyber Dragon, I'd still get 3 copies of this for Cyber Dragon Core & Cyber Emergency. Cyber End Dragon is also cool for the people that run it!
