
DECK Summary:
This decks main win-con's are the Dyna and Inspector Boarder, getting these out on Turn 1 is absolutely game winning against certain decks, Moon Mirror Shield and Power of the Guardians are used to keep the Floodgate monsters alive after your turn. Moon Mirror stops any monsters beating over your floodgate, and POTG prevents effects popping your Floodgates.
Dimensional Fissure, Macro Cosmos and Banisher of the Radiance are all extremely useful against Eldlich/Skystriker, making these matchups extremely easy if you draw into them. Drytrons get crushed by Dyna and Barriers, even after they get out their Heralds you can attack over them with Moon Mirror Shield and stop any effects with Inspector Boarder.
These meta matchups have been the main success of the success in the higher ranks, and I had more trouble running this deck in the lower ranks running into non-meta decks they usually have more alternative wincons.
SPECIFIC CARD REASONS:
-Pot of Duality - Allows you to pick up a specific card for your situation, even after using Pot of Extravagance or Pot of Prosperity
-FIRE/WATER Barriers - These two types have the least useful special summons, I only used two fire simply because I only unpacked two and had a water one spare. If you're going to use barriers these two elements are key, otherwise might as well run more backrow hate/trap Floodgates.
-NO Gozen Match/There can only be one? I found these two cards to get in the way of my plays far too often for it to be useful, alongside the fact that many other decks run at maximum two types of card which makes these effects so much less useful than other cards. NO Dark Bribe - Personally with this deck I felt giving the opponent more card advantage whilst you already have many shutdowns for traps is uneccesary and can be game losing as they can which is why I didn't include it in my list.
REPLACEMENTS/BUDGET:
-The Solemn Judgements are absolutely unreplaceable as the oppresiveness of having multiple SJ's go off on one turn can completely shut down any Counterplay your opponent may have through your floodgates.
-Solemn Strike~ Didn't feel necessary for the deck, and you can likely replace this with other negates or backrow hate if you run into a lot of non-meta matchups.
-Extra Deck needs to be full of link monsters of any kind so you can banish them, Link Monsters are important as if in the rare case you run into Nurse Burn on ladder as you can snuff out their Tri-And-Guess.
-Vanity Emptiness is easily replaceable, its more for if you don't draw your Dyna or Barriers, it does have some anti-synergy with the Solemns as they go straight to the graveyard without any banish effects active, would recommend replacing it with another Armory Call or Solemn/Raigeki if you don't have it.

Thanks for the guide, i'm playing an anti-meta similar deck but can't exceed plat 4 , I use another version with Dark Bribe and Rai-oh ... Since i'm often going second (very unlucky) i added 3x Jowgen in my deck but it didnt change anything XD

In regards to your question my opinion is that Necro is better in countering Eldlich since it stops effects from the graveyards straight away, instead of having to have the cards be destroyed after your Dimensional Fissure/Macro/Banisher is on the field. It does also have the plus side of being able to search it with Terraforming if you need. Personally I couldn't afford the Necrovalleys and I didn't miss them, banishing cards ended up feeling as useful if not more useful than stopping graveyard interactions against the big meta decks like Eldlich/Skystriker/TriBrigade/Drytron
